The war in Ukraine has continued for more than four and a half years, defying President Donald Trump's campaign pledge to end the conflict quickly. Fighting persists on the front lines despite repeated diplomatic efforts by the White House.

Trump vowed to settle the dispute before taking office, a promise he made dozens of times during the 2023 presidential campaign. Speaking at a rally in Council Bluffs, Iowa, on July 7, 2023, he stated, "Before I even arrive at the Oval Office shortly after I win the presidency, I will have the horrible war between Russia and Ukraine settled." He added that he wanted people to stop dying.

Since taking office, Trump has met with Ukrainian President Volodymyr Zelenskyy twice at the White House. He also held a single summit with Russian President Vladimir Putin in Anchorage, Alaska, in August 2025. Following that meeting, Trump described the talks as productive, noting that both sides agreed on many points but had not yet reached a final deal.

In September, Trump signed bipartisan legislation named after the late Sen. Lindsey Graham, R-S.C. The law imposed sanctions and tariffs targeting Russia. However, on October 16, Trump signed an executive order that waived those specific sanctions. This reversal occurred less than a month after the original law was enacted.

The current timeline shows a rapid shift in policy regarding economic pressure on Russia. The administration first implemented the Graham Act on September 18, then suspended its key provisions in mid-October. The war continues as the administration seeks further diplomatic progress.
