Marsha Blackburn secured the Tennessee governorship with 45.5 percent of the vote, a result that immediately opened a race to fill her U.S. Senate seat. She is expected to resign her Senate position moments before her inauguration on January 16. This timing ensures the state’s new governor, rather than the outgoing one, holds the legal authority to appoint a successor.

The appointed senator will serve until November 7, 2028. At that point, Tennessee voters will hold a regular election to fill the vacancy. The replacement will serve alongside current U.S. Senator Bill Hagerty for the duration of the term.

Several prominent Republicans are positioning themselves for the appointment. Knoxville Mayor Glenn Jacobs was an early backer of Blackburn’s campaign and served as her treasurer. His national profile as a former professional wrestler and his experience in high-exposure politics make him a visible candidate.

U.S. Representative Tim Burchett is another figure mentioned frequently. His district includes Knoxville and its suburbs. While he would add East Tennessee representation to the Senate delegation, state Representative Scott Cepicky noted a potential downside. Cepicky observed that if Burchett moves to the Senate, his House seat becomes open for election rather than appointment. He added that Democrats have momentum and could make a serious run at that seat in a special election.

Defense Secretary Pete Hegseth, who resides in Goodlettsville, is also part of the conversation. However, his brand is closely tied to the Trump administration and recent military strikes in Iran. Some politicians view this association as a risk during a period of political blowback. Hegseth has not built a strong independent base within Tennessee politics.

Damon Hininger, CEO of the private prison company CoreCivic, is considered an outside pick. He has bankrolled major Republican campaigns and built an extensive government network. Despite his influence, the optics of appointing a major donor from the private prison industry are complicated by criticism of Tennessee’s prison system. When asked directly if she would appoint Hininger, Blackburn declined to answer. She stated, “We'll have conversations about the Senate at a later date. It's not a conversation for today.”
